This is because the directory "administrator\language\en-GB" is unwritable, so when the Plugin was installed the Language file "en-GB.plg_system_vmrss.ini" was not added.
To correct this you can do it in 2 ways.
1 - Open the zip file and look for the "en-GB.plg_system_vmrss.ini" file, then using a FTP program or Joomexplorer and add it in so it is here
administrator\language\en-GB\en-GB.plg_system_vmrss.ini
2 - Make the directory writable then uninstall the plugin and then reinstal it again, this time it should add in the Language file.
Either way will work fine.
